TAARIFA KWA UMMA KUHUSU MKUTANO WA BUNGE LA JAMHURI YA MUUNGANO WA TANZANIA

TAHERE 4 – 28 NOVEMBA, 2014 – DODOMA

Kufuatia uwepo wa Bunge Maalum la Katiba lililomalizika mwezi Oktoba, Mkutano wa Bunge la Jamhuri  ya Muungano wa Tanzania wa Kumi na Sita na wa Kumi na Saba ilipangwa kufanyika kwa pamoja kuanzia tarehe 4 – 28 Novemba, 2014 mjini Dodoma.

Kazi zitakazofanyika katika mikutano hiyo ni pamoja na Bunge kukaa kama Kamati ya Mipango kwa mujibu wa masharti ya Kanuni ya 94(1) na kupokea, kujadili na kutoa maoni na ushauri kuhusu bajeti ya serikali, vyanzo vya mapato pamoja na mapendekezo ya utekelezaji wake. Aidha kutakuwa na kusomwa kwa mara ya pili na hatua zake zote kwa miswada ya Sheria ya Serikali  ambayo ilikwishasomwa kwa mara ya kwanza katika mikutano iliyotangulia; Muswada Binafsi wa Mbunge na Muswada Binafsi wa Kamati kama ifuatavyo:

A.     Miswada ya Sheria ya Serikali

                         i.         Muswada ya Sheria ya Kodi ya Ongezeko la Thamani wa Mwaka 2014. [The Value Added Tax Bill, 2014]

                       ii.         Muswada wa Sheria ya Takwimu  wa Mwaka 2013. [The Statistics Bill, 2013].

                      iii.         Muswada wa Sheria ya Usimamizi wa Kodi  wa Mwaka 2014. [The Tax Administration Bill, 2014]

                      iv.         Muswada wa Sheria ya Marekebisho ya  Sheria ya Ubia baina ya Sekta ya Umma na Sekta Binafsi  wa Mwaka 2014 [The Public Private Partnership (Amendment) Bill,  2014] na,  

                       v.         Muswada wa Sheria ya Marekebisho ya Sheria mbalimbali  wa Mwaka 2014. [The Written Laws (Miscellaneous Amendments) Bill, 2014]

B.     Muswada Binafsi wa Mbunge

                        Muswada wa Sheria ya Baraza la Vijana  wa Mwaka 2013. [The Youth                          Council Bill, 2013]

C.     Muswada Binafsi wa Kamati

                        Muswada wa Sheria ya Bajeti  wa Mwaka 2014. [The Budget Bill,                                   2014].

Aidha, Bunge litapokea taarifa ya Kamati Teule iliyoundwa tarehe 1/11/2013 ili kuchunguza na kuchambua sera mbalimbali zinazohusu masuala ya ardhi, kilimo, mifugo, maji na uwekezaji ili kubaini kasoro zilizomo katika matumizi ya ardhi.

Pamoja na mambo mengine, Bunge pia litajadili  maazimio matatu ambayo ni:

       i.         Azimio la kuridhia Itifaki ya Afrika Mashariki Kuhusu Ushirikiano katika Masuala ya Kiulizi. [The East African Protocol on Cooperation in Defence Affairs].

     ii.         Azimio la Bunge kuhusu mapendekezo ya kuridhia makubaliano ya msingi ya Ushirikiano katika Bonde la Mto Nile, [Agreement on the Nile River Basin Co-operative Framework – CFA]; na

    iii.         Azimio la kuridhia Itifaki ya Uzuiaji wa Vitendo Haramu dhidi ya Usalama wa Miundombinu ya kudumu iliyojengwa chini ya Bahari katika mwambao wa Bara ya mwaka 1988. [The Protocol for the Suppression of Unlawful Acts against the Safety of Fixed Platforms located on the Continental Shelf – SUA, 1988].

Aidha, kutakuwa na maswali ya kawaida kwa mujibu wa kanuni ya 39(1) ambapo kwa mikutano hii miwili yakuwa 265 na  maswali kwa Waziri Mkuu kwa mujibu wa kanuni ya 38(1).

Mwisho Waheshimiwa Wabunge wakiwa Dodoma watapata fursa ya kushiriki semina mbalimbali za kujenga uwezo katika nyanja za kilimo na usalama wa chakula; faida za ushirikiano katika Bonde la Mto Nile; na umuhimu wa kupima/kuchunguza afya mara kwa mara.

Ratiba ya Mkutano itatolewa mara baada ya kikao cha Kamati ya Uongozi kitakachofanyika tarehe 4 Novemba 2014, Dodoma.

Goodbye Dr. William Ferdinand Shija (By Prosper Minja, Parliament of Tanzania)

October 4^th, 2014 the international community of the Commonwealth Parliamentary Association (CPA) lost its great leader.  The first black African, Dr. William Ferdinand Shija, a Tanzania by origin,  became  the CPA Secretary General in 2007, almost a century after the inception of the Association which was established in 1911.  The prostate cancer took away his life. To the eyes of human being Dr. Shija is gone, but in the hearts of the committed CPA members he will never go away.

Born in 1947, Dr. Shija studied widely in Tanzania, in India, in the United Kingdom and in the United States of America and worked in various capacities.  He worked as a lecturer in various institutions in Tanzania before he became a Member of Parliament. In that capacity he was appointed a minister in various ministries including the Ministry of Energy and Minerals, the Ministry of Information and Culture, the Ministry of Science and Technology, the Ministry of Higher Learning to mention but a few.

Aspirations to serve his community and beyond took Dr. Shija to higher levels and contested for the CPA highest position of which he land-markedly won twice. The CPA community in the Indian region, the Africa region, the Caribbean and Pacific region, Canada and the rest of the CPA world accepted him as the leader who gave the CPA face and direction in terms of leadership, unity and financial base. The solid seven years of his service will go down to history.

Survived by a widow, Mama Getrude Shija, and five children, the remains of the humble man  were brought to Tanzania on October 11. The following day the body of the late  Dr. Shija received a national funeral ceremony both in Dar es Salaam and in Mwanza, Sengerema at Nyakomba village where he was laid to eternal rest on 13^th of October, 2014.

Thanks to the CPA fraternity world wide for the condolences, comfort and unity shown during the sad and untimely demise of this great son of Africa.
